According to the Sheffield Star ” Daniel Gage one of five Tories on Dronfield Town Council has been disqualified after failing to attend a single council meeting in the last six months. Mr Gage said he was heartbroken to have been kicked off the council just days before he was due to launch his canpaign to be elected an MP for Sheffield Hallam. He said “There has been a massive misunderstanding, an administrative error”.
No, there was no misunderstanding, no administrative error - if you dont attend council meeting for six months without a good excuse e.g. illness you automatically get kicked off.
Further update 21st November. Daniel Gage has now been forced by the Regional conservatives to resign as conservative candidate for MP for Hallam. He is reported as saying he was bullied into this resignation and would still like to be a candidate - either Tory or as an Independent! Good to see such loyalty to his party!
After the County Council elections in June I wrote “For many year both LIBDEMs and Conservative County Councillors have critisised the amount spent by the County’s publicity department which often seems to promote the party in power. [we are talking big money here in total in excess of £1 million]
So what does the new Tory County Council do as one of its first acts. It abolished Derbyshire Insight with its red masthead [so far so good] but produced a very similar propaganda sheet now call Derbyshire First with a blue masthead [so far so bad] The cost of producing and delivering this to every household in Derbyshire was probably about £40,000. The Tories claim they will put more money into repairing roads and pavements. Well there’s £40000 less than would otherwise have been available.”
Well they did it again in September so thats at least £80,000 less available now.

Dronfield does have a graffiti problem and the police have found some of the culprits and taken appropriate action. LIBDEM Dronfield Town Council has a policy of clearing graffit as quickly as possible on its own properties. Below you will see proposals from a LIBDEM MP. But what do you think?
Is there enough being done locally. Use the comments facility at start of this post or the poll survey form below and to the left of this column.
John Hemming (Lib Dem Yardley) is calling for a government crackdown on
spray-painted slogans on walls and doorways. The proposals have won
cross-party support to ensure the offending material is removed – by forcing
graffiti artists to clean it up themselves. Conservative and Labour MPs have
backed his proposals to change the law so that those who create the mess are
ordered to remove it. The measure could be included in the government’s
Policing and Crime Bill currently making its way through Parliament, or in a
new Bill introduced by Mr Hemming - for more information and other news
visit http://www.graffitihotline.co.uk/news.htm#birminghammp.
GraffitiHotline will help turn the proposals into reality by providing safe
and effective wipes and kits suitable for the job - visit
http://www.graffitihotline.co.uk/acatalog/Graffiti_Removal_Kits.htmlAt last, the definitive graffiti removal gun has been released and has been
added to the GraffitiHotline product range. Damage can be easily caused to
surfaces such as stone when using conventional pressure washer guns. This
gun provides the user precise control of pressure and flow rate at the gun
allowing the careful removal of graffiti from sensitive surfaces.
It is now a year since I resigned as a director of Rykneld Homes -the Arms Length Management Organisation set up by North East Derbyshire to run its council houses.
My resignation was mainly due to the fact that I could not stomach what I considered the situation whereby a fellow director who was also a tenent received favourable treatment when it came to installing a disabled adaption to the property. But I also felt that directors were expected to support new policies where we did not have time to think the consequences through so that the organisation could tick the right boxes which would lead to 2 star status - changing the warden service radicaly was one example which has in the last year has caused many problems.
I still take an interest as a councillor in how the ALMO is managing and I note that the date for an inspection aimed at getting the organisation 2 stars - which would release about £60 million to upgrade the council houses has yet again been postponed - until Spring of 2010! It would be ironic if, with a change in government likely by this time the £60 million were to evaporate.

Opposition councillors have expressed “outrage” that Derbyshire County Council has produced leaflets used by Labour county councillors to raise their personal profiles without any authorisation for the practice. Figures obtained by the Liberal Democrat group under a Freedom of Information request reveal that eight Labour councillors, including several Cabinet members, between them had over 16,000 leaflets printed at an estimated cost of about £1,400. As no detailed records were kept of this work the estimates have been based largely on the recollections of the councillors in question. The leaflets, with the county’s standard colours and logo, were headed “News From Your County Councillor” and listed good-news stories of work by the County within that councillor’s electoral division, generally with a portrait of the councillor, sometimes in colour
Commented Liberal Democrat group leader Councillor Barrie Taylor “I believe the sense of outrage among opposition members will be shared by the public at large. There is no evidence that this practice ever received proper approval, and it was certainly never publicised to opposition members but they have been paid for out of Council Tax.” Opposition members have described the Labour cabinet’s proposal to try to regularise the procedure as “totally ineffective and objectionable”. A resolution agreed by cabinet would offer every councillor an extra budget of £200 to have more leaflets printed for their own division, at an additional cost of £12,800. “With the co-operation of the Conservative group we have called this cabinet decision in for scrutiny” said Councillor Taylor. “It would take no account of the past unauthorised expenditure by councillors on such leaflets. In practice the effect would be to encourage all Labour councillors to have yet more leaflets printed, paid for by public money, and in the run up to the county elections. Opposition members would not want to make any use of this facility.” “

Labour’s North East Derbyshire District Council is increasing its council house rents by nearly 7% and is actively looking to what additional charges it might make to tenants for a range of services which they dont charge extra forat the moment. At a time of great hardship for many it seems odd that the Labour Council egged on by a Labour Government should see fit to do this. Many of those who are not actually losing their jobs are seeing their pay frozen at best and in many cases their pay being cut

DERBYSHIRE MOTORISTS WARNED TO PARKSMARTER
Motorists are warned to take care where they park because from next week, Thursday 19 February, there will be more parking officers out on Derbyshire’s streets.
“If you ignore the parking signs, expect to pay the fines.” says Derbyshire County Council
The council is working in partnership with the district and borough councils, and takes on responsibility for parking enforcement from the Police. The council has appointed APCOA to patrol the County’s streets and car parks, doing the work previously done by police traffic wardens.
There will be 23 parking officers. They will be based across the county and will cover a district or borough rather than specific towns.
There will be two levels of charges. The top charge, £70, will be given out for the most serious offences such as parking in a designated disabled parking place without a valid badge. Lesser offences will be £50. Both charges are halved, £35 or £25, if they are paid within 14 days. If a charge is not paid within 28 days then it will be increased to £105 or £75.
There is an appeals process for anyone disputing a penalty charge notice. Details of how to appeal are on the notice attached to the vehicle.
Money raised from parking fines will pay for the parking service. If the service makes more than it costs to run any extra monies raised will be put towards improving the roads.
More information about the changes to parking enforcement are at www.parksmarter.org.uk (website live from 17 February) or by phoning 01629 585 672.
A few weeks ago I asked on this site for peoples views on the road humps on Stubley Lane
Thanks to those who completed my survey. All who responded wished to see the humps removed and this is what most people say to me – including nearly every time I go into a local pub! This has been my view also for some years.
Unfortunately the County Council Officers are unrepentant and although the humps will be made more user friendly they will not remove them completely. The scheme to do this and provide a zebra crossing opposite the Talbot is due to begin on 28 February but maybe delayed because of the recent weather

Derbyshire County Council is responsible for grittng the roads in Dronfield. They however insist that they will only clear bus routes and main roads particularly in the immediate aftermath of heavy snowfalls. They will respond at a later date to roads which are particularily dangerous [often when the police alert them]. Personally I think after things have stabalised that they should be doing more - this should be a higher priority for spending council tax. The amount of money lost to the economy when people cant get to work would justify increased spending let alone the social problems when people cant get out for many days
The grit bins which are scattered about Dronfield are filled by the Town Council with grit supplied by the County Council - they have all been refilled 3 times this winter but this week Derbyshire County Council have refused to supply any more, as they try to conserve what supplies they have for the major routes. It all seems a bit pathetic really doesnt it in an area where we have more bad weather than average nearly every winter
The first indications of Council Tax rises for Dronfield residents are now available. Derbyshire County Council set it’s increase to its part of the tax by 2.9% and Dronfield Town Council 2.8% and the North East Derbyshire Council 2.9%
Derbyshire County Council rate is almost 70% of the total and so has by far the most influence on the total rise, North East Derbyshire =10%of total and Dronfield just 6%. Still to be set over the next few weeks are the Police = 10% of total, the Fire Service = 4% of total My guess is that when these are set the total will be an increase for Dronfield residents of about 3% or £43 per year for those in a band D rated property

Car parking enforcement seems to have been in limbo since the Government decided a couple of years ago to transfer responsibility to councils from the police. There certainly seems to have been little evidence of enforcement in Dronfield recently as the government have delayed the actual transfer. But at last a date has been set [again!]. Derbyshire County Council will take over responsibility for parking enforcement on the County’s streets and car parks from
The council has appointed APCOA to patrol the County’s streets and car parks, doing the work previously done by police traffic wardens.
From 19 February there will be more parking officers out and about than ever before. So if you park where you should not then it’s likely that you’ll get a ticket.
I certainly hope that the company employed is more careful than the company who threatened to take me to court for non payment of a fine [with a very intimidating letter] last year. Only after I was able to prove [by chance] that I had CCTV evidence showing I was 50 miles away at the time did they decide they must have taken down the wrong registration number.
Derbyshire County Council is to begin a £40,000 pavement resurfacing scheme on Summerfield Road in January. This is likely to last until March!

Derbyshire County Council is now consulting on a plan to put a zebra crossing on Stubley Lane, more or less opposite the Talbot Pub. This is the rsult of long standing requests from many people. They are also going to modify the four road humps which continue to annoy a large group of motorists if my correspondnece is anything to go by. These are all to be made into longer, “flat topped bus friendly” humps. I remain sceptical about the need for road humps here at all for many reasons.

There was a byelection in Unstone earlier this year. A Labour Party leaflet said the 40mph limit along the main road in Unstone - which includes the the part outside the school would be reduced to 30 mph by November. Unstine is still waiting even though we are at the end of November.
The Working Group which has been looking at the possibility of a skate b oard park in Dronfield has recommended to Dronfield Town Council that following the consultation last month that there are more disadvantages to Cliffe Park as the site than advantages.
This seems to apply to every other possible space in Dronfield which is owned by the Town Council with the possible exception of an area adjacent to the current BMX track on Chesterfield Road. The Group recommends that this be given further consideration but if this area [which certainly also has potential problems] is also judged not suitable then the idea of providing a skate park will have to be abandoned. The Groups report will be considered at the Town Council metting on Monday 1st December
[update 1st Decemember - full council meeting agreed to these recommendations]

The consultation [see entry below of 9th September] on whether to have a skate board area at Cliffe Park produced almost as many objections as approvals, including concerns from the local police. We (Dronfield Town Council of which I am a member) agreed to look again at the proposal at our meeting on Monday 3rd Novemeber. The Councils Properties Working Group was asked to do this and report back to the Council.
There appears to be only one other possible area which will not meet with very similar objections from those who live nearby or those who object to further loss of green areas with our parks.

I am among those LIBERAL Democrats in Dronfield and North East Derbyshire who have backed plans to help small businesses survive the looming recession. The plan by the party to boost businesses was launched by leader Nick Clegg and the party’s Shadow Chancellor Vince Cable. The plan includes:
“Small businesses are the lifeblood of the economy here in Dronfield”It is vital that we give them a fighting chance to get through the recession.”
“The government has given a massive bailout to the banks. But ministers must now look at the bigger economy. Small businesses here in Dronfield, and throughout the country generally, are suffering from the downturn. Profits are being squeezed and jobs are at risk. “A big cut in interest rates will be a big boost to many local businesses and could mean the difference between staying open or closing down. “Nick Clegg and Vince Cable have taken the lead with their plan to help businesses and I am giving it my full backing.”

Application to carry out works to various trees located within the Dronfield Conservation Area at The Rectory Church Street Dronfield for Mr A Smith - Derby Diocesan Board Of Finance
A 3 week period beginning on 18th August should see a major refurbishment of the footways [pavements] on Melbourne Avenue, Dronfield Woodhouse by Derbyshire County Council. Many other footways in Dronfield remain in need of similar work.
For several years people have been complaining to me about the length the grass is allowed to grow on the Bowshaw roundabout together with its approach roads.
The Labour controlled County Council refuses to do any better and fund only 3 cuts a year. The result is that the grass becomes so long that it obscures vision and is a hazard in many peoples view. It also looks such a mess compared to Sheffield Council grassed areas a few yards up the road. What a comparison between the gateway to Dronfield and Derbyshire and the gateway to Sheffield! Attempts by LIBDEM Dronfield Council to offer to cut the area themselves more often have so far been rebuffed by the County Council
I resigned from the Rykneld Homes Board on 21st April 2008. This was as a result of several issues which have arisen, which I felt that I could no longer be a party to, or accept, the corporate responsibility required of a Board member.
I had been involved for several years in assessing as a member of a North East Derbyshire Council Steering Group in seting up an ALMO (Arms Length Management Organisation) to manage the Council Houses. In April 2007 I became one of the 5 councillors who, along with 5 Tenant’s representatives( elected by tenants) and 5 independent members make up the Board of the ALMO which is known as Rykneld Homes.

I am Dronfield Town Mayor this year. The final event in aid of my charity appeal before a new mayor is elected on the 12th May, a concert by the Sheffield Chorale in the Parish Church on Saturday 19th April raised about £700
My charities are the Dronfield District Scout Group and the Gosforth Field Sports Association [a charity set up to preserve the old Gosforth School fields for sporting and recreational use).
Following North East Derbyshire District Council decision to charge nearly three times as much for ground maintenance between 2008 and 2010 LIBDEM Dronfield Town Council decided to go it alone from 1st April this year. By a combination of tendering out some of the work to local firms plus using its own workforce we believe we shall have a massive saving to the Tax Payer - perhaps as high as 40% or more of what the Labour North East Derbyshire Council would have charged by 2010. Makes you think doesn’t it!
At the Dronfield Town Council meeting last night we received a report from the first meeting of the waste recycing working group. The Dronfield community already has the best record in North East Derbyshire for waste recycling but the report had many ideas on how this might be improved and these will be followed up by the group over the next few months.
Last year the County Council consulted on proposals to reorganise the Infant and Junior Schools in the northen half of Dronfield. Their preferred option seemed to be to close all the current 4 schools and build a single large school on the Gladys Buxton site. Having consulted on this they seem to have changed their mind and now have a much less radical plan.
The authority is now proposing to moveStonelow Junior School to a new building on the on the Gladys Buxton Centre site and close Northfield Junior School. Lenthall Infant School would continue to offer provision for pupils aged three to seven years and Holmsdale Infant School would continue to educate children aged five to seven years. However they also say that the new Stonelow school would be built in such a way that it could be extended into a Primary School at a later date
One area looked at in my meeting on site in Dronfield on Wednesday with Road safety officers from Derbyshire County Council were at the junction of Church Street and Lea Road.
At the bottom of Church Street we watched as literally hundreds of school children from Henry Fanshawe School came up in a wide stream at about 3.30pm onto Lea Road and crossed from an area where the footway runs out to Church Street and the footpath which runs along the Oaks Christion Fellowship building. I found this quite alarming at times when the traffic was also heavy due partly to the “school run”. A solution to improving pedestrian safety here in not obvious but the officers (who should be the experts!) undertook to think about this and report back later.
Your comments about this would be most welcome - just click on “comments” at the beginning of this post.
I receive complaints on a regular basis about the road humps on Stubley Lane. These were originally put in when the school was still on site at Gosforth and many people wonder why they are still there. As a driver of a small car I have considerable sympathy with this as even driving at 15mph they are uncomfortable to drive over and probably damaging to the car.
I have tried to get them at least modified (they appear to be higher and sharper than many of the humps elsewhere) but the County C ouncil have been unmoveable on this over the last 3 years. I am however going to meet one of their officers on site soon and discuss this issue yet again alongside the fact that within a few months there will be more traffic arising from the 100 houses which are being built on the old school site
While mostly supportive of the traffic calming scheme currently being developed on Gosforth Drive/Pentland and Leabrook Roads [see my post dated 21st Novemebr 2007] I have had several responses relating to obscured vision onto Pentland Road due to cars and other larger vehicles parked near, indeed right up to junctions. The problems mostly identified relate to the junction with Gorsey Brigg (very busy due to shops and schools) and junction with Balmoral Crescent and at the Pentland Road/Leabrook Road/Gosforth Drive junction. I have asked the County Council to look at this and will report back later on their response
I have received complaints about the lack of availability of Toilets for use by the public in the Civic Centre since the Sports Centre closed for refurbishment. The District Council’s attitude seems to be “tough” - they say that their consultation with a citizens group shows that such facilities are low priority. However people, some of who have to wait in this area for buses find this very difficult. The fact that such people may be in a minority is not an excuse for ignoring their needs
Derbyshire County Council gives all County Councillors (including me) £4000 each year to award as grants to help local organisations as part of its “community leadership” scheme. These grants are generally intended as one offs to help organisations which I wish to support. For example in the recent past I gave £2000 to help pump prime the newly formed charity -the Gosforth Fields Sports Association which have taken over the management of the former school fields and will maintain them for recreational use. I have also given grants to the Air Training Core, Scout and Guide Groups, the Cardio Club etc.
Dont hesitate to contact me if you are an organisation in Dronfield and have a project which you would like me to consider supporting.
Many walkers have expressed concerns with respect to the consequences for the rights of way accross the site from the proposal to build the ECODOME near Chesterfield. These are used by many walkers from and around Dronfield.
In response to the detailed Planning Application that has now been made to Chesterfield Borough Council, Derbyshire County Council has made the following comments.
“The County Council has serious concerns regarding the stopping and re-routing of the public rights of way which cross the site. The Borough Council is therefore requested to ensure that the applicant, in consultation with the County Council, submits revised proposals for the rights of way network through and around the site and that these proposals are agreed prior to the determination of the application.”
I was elected Chair of the Committee which oversees the management of Dronfield Cemetery at the end of May 2007. I received numerous complaints during the summer about the state of the cemetery in Dronfield. More complaints in fact that on any other single issue. We are trying to produce improvements in as sensitive a way as soon as possible. However to bring the Cemetery up to a standard of maintenance that I should like to see, will take many months but I hope those who visit the cemetery will already have noticed some of the improvements.

“I have received complaints about speeding on Lea brook Road, Pentland Road and Gosforth Drive and I have been pushing for action for several years” says LIBDEM County Councillor Izzy Pryce.
”I have been reluctant to see more road humps in the area because these are inconvenient and damaging for everyone including those who behave responsibly.
I was therefore delighted that Derbyshire County Council are investing over £100,000 on improved road markings, signing, refuges and vehicle activated signs to help reduce speeds on these residential roads. This work is now well underway. It will be useful to see how effective it proves in reducing speeds which currently average(median) over 46mph”
At Dronfield Town Council meetings during the ‘Public Forum’ we often get complaints about alcohol related problems particularly late at night in the area around the Town Centre. Only 13 alcohol licencees had their licences suspended and just 11 were revoked in 2006-7, in the whole of England and Wales,.according to new figures. In the latest available figures, only four licensees were convicted of selling liquor to a drunk person. The government’s own figures show a complete failure to tackle Britain’s growing drink problem. When the new Licensing Act was introduced, we were promised a continental drinking culture, but in reality we’ve seen a surge in alcohol related antisocial behaviour and drunken violence. We have laws in place to guard against these incidents, but they just aren’t being enforced - when laws are flouted, licences must be revoked or suspended.
Since winning a majority of seats on the Dronfield Town Council in May LIBDEMs councillors have set up the Road Safety Group which had not met for several years. Chaired by Cllr Doug Oxspring this group will assess where the most dangerous spots are and try and prioritise these in terms of the need for action. At its first meeting the Group decided that they would invite local groups and residents to put their views to the committee. It is hoped that the police and officers of the County Council will also attend from time to time to help take the recommendations forward.
I have been concerned for some time about the amount of surface water on local and rural roads due to blocked drains (”gulleys). In some cases the gulleys seem to have been blocked for so long that they have vanished completely. I have recently been successful in getting a review by an Improvement and Scrutiny Panel of this topic at Derbyshire County Council. Improvement and Scrutiny Panels consist of a group of councillors of all parties, supported by officers who can seek evidence from a wide range of sources and look for themselves at problems. What do you think?
